Authorities say a 42-year-old Altoona man has been charged with allegedly raping a woman at her home in March. According to a probable-cause affidavit, the woman told authorities that she was at the Kettle Inn Bar and Grill in Altoona, on March 18, when Robert German, and another man, joined her and her friends. The woman told police that she remembered buying a round of drinks for the group and started to sense that something was off with the encounter, according to the affidavit.

The Cambria County municipal building, the Cambria County courthouse, and the Northern Cambria police building will open on Monday as safe zones. These safe zones will allow visitors to safely meet for child custody exchanges or online sales. These Safe Exchange Zones will provide citizens and visitors to our communities the ability to safely meet for child custody exchanges and online-based transaction exchanges in well-lit and video surveilled locations that are easily accessible.
